STAGNATION AND CHANGES IN THE STATE OF CORRUPTION IN CUSTOMS PROCEEDINGS OVER THE LAST TWO YEARS: – EXPORTERS’ AND IMPORTERS’ OPINIONS

In November-December 2007 and in April-May 2009 the Promoting Active Citizen Engagement (ACTION) in Combating Corruption in Ukraine Project, in cooperation with the research company “InMind”, conducted baseline and follow-up studies in the customs sphere. Ukrainian import/export companies participated in both surveys. The polls were aimed at examining changes in the perception of corruption and the degree of actual encounters with corruption during the period of 2007-2009. Since both studies were conducted using the same methodology, comparative data enabled us to see the differences in the perception of the main problems in the customs sphere as well as examine the efficiency of government anticorruption initiatives from the point of view of exporters and importers.
