NEW!CORRUPTION IN UKRAINE.  NATIONAL STUDY ON CORRUPTION DURING ADMISSION TO HIGHER EDUCATION ESTABLISHMENTS. Comparative analysis of the 2007, 2008 and 2009 surveys

This report presents the results of three surveys conducted in 2007, 2008 and 2009 concerning the state of corruption in the sphere of access to higher education.  The surveys included a wide range of questions related to introduction of SET and also measured perceptions and encounters with corruption during admission to Ukrainian Higher Education Institutions (HEI).  The comparative data enabled us to evaluate the anticorruption initiatives of the Cabinet of Ministers in the sphere of the higher education and admission campaign during the period of 2007-2009.     

 Method of studies and degree of samples: By means of personal interviews: 1612 graduates were polled in 2007, 1600 – in 2008 and 1587 – in 2009, including people living in villages, regional centers and cities of all regions of Ukraine, including the Autonomous Republic of Crimea and the city of Kiev.  Apart from the quantitative research, the three studies consisted of quality components which included 14 focus-group discussions in 5 Ukrainian cities.

 “Corruption and Business Regulations in Ukraine: Customs and the transportation of goods” of 2007-2009.

This report presents the results of two surveys conducted in 2007 and 2009 concerning the perceptions and experiences of Ukrainian companies with customs and, in particular, the levels of corruption these companies experienced in conducting customs transactions. The survey encompassed a wide range of questions related to problems in the customs sphere, such as the perception of and real experience with corruption within customs procedures. The comparative data enabled us to evaluate the anticorruption initiatives of the Cabinet of Ministers in the customs sphere during the period of 2007-2009.

 Methodology and sample size: The survey was conducted using combined methodology. During the survey in 2007, 187 exporters, 68 importers and 159 businessmen engaged in import/export operations were polled. 176 exporters, 69 importers and 162 businessmen engaged in import/export operations were then polled in the 2009 survey. The qualitative survey included in-depth interviews with public officials who implement regulatory policy in the customs and transportation area (N=5), and consumers of customs services (N=10).

Corruption in the Judicial System of Ukraine.  Comparative Analysis of National Surveys: 2008-2009

At the beginning of 2008 and 2009, the Promoting Active Citizen Engagement (ACTION) in Combating Corruption in Ukraine Project in cooperation with a research company “InMind” conducted two national studies on corruption in the court system. Four groups of respondents participated in both surveys: citizens and companies that directly interacted with the judicial system within the last 12 months, and experts, such as public prosecutors and attorneys. The polls were aimed at examining changes in perception of corruption and degree of real experience with corruption during 2008-2009.

Methodology and sample size: The survey was conducted using combined methodology. This quantitative survey was conducted among 2,033 citizens who had an experience of personal interaction with the judicial system within the last 12 months, 527 executives and authorized representatives of Ukrainian companies who had this same experience, and also 184 lawyers, officers of lawyers’ unions, collegiums, legal departments of state administrations and 106 officers of state prosecuting magistracy offices. The qualitative survey encompassed in-depth interviews with participants of the judicial proceedings – citizens (N=10) and business representatives (N=10) and expert interviews with lawyers (N=10), prosecutors (N=10) and judges (N=10).

Corruption and Business Regulations in Ukraine: Construction and Land Transactions Permits 

July 2009

Between November 2007 and March 2008 Promoting Active Citizen Engagement in Combating Corruption in Ukraine (ACTION) Project in cooperation with the Research Company InMind conducted a baseline survey focusing on the problem of corruption in construction and land transactions permitting of enterprises that used traditional and OSS systems. An identical follow-up survey was conducted in February-April 2009 to assess the impact of the new OSS centers, as well as trends in corruption over the intervening year.

Survey methodology and sample size: Between November 2007 and March 2008 Promoting Active Citizen Engagement in Combating Corruption in Ukraine (ACTION) Project in cooperation with the Research Company InMind conducted a baseline survey focusing on the problem of corruption in construction and land transactions permitting of enterprises that used traditional and OSS systems. Corruption in Ukraine. Comparative Analysis of National Surveys: 2007-2009
June 2009

Between 2007 and 2009 Promoting Active Citizen Engagement in Combating Corruption in Ukraine Project (ACTION) in cooperation with the Kyiv International Institute of Sociology (KIIS) conducted three national household surveys to measure public feeling and experience with corruption.  The primary purpose of the survey was to monitor trends in corruption during the implementation period of the Millennium Challenge Corporation (MCC) Threshold Country Program in Ukraine. The first survey, conducted in 2007, created a baseline for comparison with interim results obtained in 2008 and the final data collected in 2009.

Survey methodology and sample size:  the survey was conducted through personal interviews with  10,577 respondents aged over 18, including residents of villages, regional centers, and cities of all oblasts of Ukraine, Autonomous Republic of Crimea, and the city of Kyiv.

National Study on Corruption in the Higher Education Sector

February 2009

In 2008 conditions of admission to higher educational institutions (HEI) in Ukraine were changed radically:  certificate of standardized external testing (SET) became the only document which opens doors of HEI.  Monitoring studies conducted by the Promoting Active Citizen Engagement in Combating Corruption in Ukraine (ACTION) Project indicated: nationwide introduction of SET contributed to considerable reduction of the level of corruption during admission processes and is now perceived by the society as a perspective method in combating corruption and increasing the quality of knowledge of graduates.

Method of studies and degree of samples: by means of personal interview method 2758 respondents aged over 18 were polled, they included those who live in villages, regional centers and cities of all regions of Ukraine, including Autonomous Republic of Crimea and the city of Kiev.  Apart from the quantitative part, both studies consisted of quality components which included 10 focus-group discussions in 5 cities of Ukraine and 10 deep interviews with rectors of HEI, officials in the sphere of education and leaders of key NGO.

Survey on Corruption within the Judicial System in Ukraine: Courts of General Jurisdiction

July 2008

The survey was conducted during the spring of 2008 and concentrated on the attitudes and experiences of corruption in the judicial system of four target groups: citizens and companies with recent experiences in court, as well as professional lawyers and prosecutors.

Survey on Corruption and Business Regulations in Ukraine: Construction and Land Transactions Permits

May 25, 2008

Between November 2007- March 2008, under the supervision of the “Promoting Active Citizen Engagement in Combating Corruption in Ukraine” a survey of enterprises was conducted that focused on problems of corruption in land and construction permitting.   The goals of the survey were to assess the current state of corruption within the construction industry and concerning land transactions; to examine corruption perceptions and corruption experiences, including unofficial payments made in the process of obtaining construction permits, land privatization and land use permits; to compare the degree of corruption while using “traditional” means of obtaining permits with One-Stop Shops.

National Survey on Corruption in Ukraine: Regulatory Policy in Customs

April 23, 2008

The overall goal of the survey was to assess perceptions and experiences of Ukrainian importers and exporters to corruption in the customs area, especially related to customs clearance procedures and pre-export arrangements. Another goal was to provide baseline measurement to assess the future impact of new government initiatives under the Millennium Challenge Corporation (MCC) Threshold Country Program in Ukraine. A follow-up survey will be conducted in 12 months to evaluate the impact of Ukrainian government efforts in reducing corruption in the customs area.

Methodology and audience of the survey: The formal survey was conducted nationwide (in 24 Ukrainian regions and the Republic of Crimea) between November-December 2007 and included structured interviews with 414 top management officials or representatives of companies who directly interact with the customs service. In addition, expert in-depth interviews were conducted with public officials and business customers.

State of corruption in High Education in Ukraine

April 2008

ACTION project and the Kyiv International Institute of Sociology presented the results of its survey on corruption in the higher education sector, focusing in particular on the admissions process of 2007. The report concludes that standardized testing is substantially less corrupt than other knowledge evaluation processes during the university admissions process. Trust in the testing method depends substantially on having knowledge about it. Finally, citizens remain undecided about the effectiveness of the government’s actions to reduce corruption in the education sector.

Survey methodology and sample size:

Respondents were surveyed through face-to-face interviews; 3249 participants, older than 18 and living in rural areas, towns or cities from all regions of Ukraine, as well as ARC and Kyiv, responded to the survey.

National Baseline Survey "State of Corruption in Ukraine"

May 2007

"To better understand how Ukrainians view corruption and to find where it hides, this independent evaluation of perceptions of corruption in Ukraine was conducted.  Civil society and the media can use this objective, reliable data as a baseline measure in highlighting and combating corruption," explained U.S. Ambassador William Taylor.

The purpose of this report is twofold: to provide a baseline from which it will be possible to assess progress made by the Threshold Country Plan over the next two years, and to provide profiles of those groups most likely to be motivated to conduct anticorruption efforts.

The survey included a sample of 10,580 respondents from all of the oblasts in Ukraine and the Autonomous Republic (AR) of Crimea. The interviews took place from February 21 to March 21, 2007. The sample is statistically representative of the adult population.
