The Coalition of civic society organizations on monitoring of the one stop shop system united six NGOs from different parts of Ukraine and worked between September 2008 – March 2009. The objective of the Coalition was to improve the operation of OSS by conducting civic monitoring. The Coalition selected 17 OSS in Ivano-Frankivsk, Kyiv, Luhansk, Mykolayiv, Khmelnytskyy, Chernihiv oblasts and ARC. Results of the civic monitoring were used to make changes in local regulatory acts concerning permit system and functioning OSS. In each region an advocacy campaign was held, which aimed at public presentation of the monitoring results and endorsement of local legislative acts.

This manual is meant to provide methodological assistance to the subjects of entrepreneurship in rural areas as to the application of the Law of Ukraine on the State Regulatory Policies in Economics in order to influence regulatory institutions. This scientific monograph presents the first attempt of a complex scientific monitoring of such a latent phenomenon as corruption in the traffic police of Ukraine. We have researched theoretical and methodological foundations of corruption monitoring, developed methodology of corruption monitoring in the trafficking police and probated it in the Kharkiv region.

However, experience of human rights NGOs, including Poltava Regional Media Club, is to the contrary.
