Presentation of the National Survey "Corruption and Business Regulations in Ukraine: Construction and Land Transactions Permits"

July 2, 2009, 11.00 -12.00, Informational Agency «UKRINFORM» ( 8/16 B. Khmelnytskoho street) – ACTION Project will present the comparative analysis of the results of two national surveys conducted between 2008-2009 on the state of corruption in construction and land operations permit issuing.

Between November 2007-March 2008 ACTION Project jointly with Research Company InMind conducted a baseline survey of enterprises that used traditional and One Stop Shop system to obtain land operations and construction permits to assess the current state of corruption within the construction industry and concerning land transactions.  An identical follow-up survey was conducted in between February- April 2009 to assess the impact of the new OSS centers, as well as trends in corruption over the intervening year.  

Some topics that will be discussed: 

• Current state of corruption within the construction industry and concerning land transactions;
• Corruption perceptions and corruption experiences, including unofficial payments made in the process of obtaining construction permits, land privatization and land use permits;
• Impact of the new OSS centers, as well as trends in corruption over the intervening year;
• Comparative analysis of the degree of corruption within “traditional” and OSS system.
